Default Flaking Leather Cover

What is the best way to preserve a book with leather boards that is flaking
away with every touch? Should it be bagged or is there a way to preserve the
decayed leather in such a way that the book may be safely handled?

I've used Cellugel (available from University Products and Gaylord) for the
problem generally known as "red rot" or "red decay":
