I don't know about the clue but the wind filling the sails seems to be
blowing the flag the wrong way. Engine-turned backgrounds on
line-engraved stamps have been used since the very first one, the
penny black.

I was under the impression that the "ruling" machine,
(my own word) was something completely different
from the engine turner.
A machine expressly employed for the parallel lines
and cross hatching the background.

Well done Tony,
It is in fact the missing "singular possessive noun" appendage.

I am not sure why but one could have a
thematic based on missing dots and apostrophes.
I know of at least twenty.

It is American, so we let it pass with a "nudge , nudge, wink wink"

I couldn't comment on that,
a few people have put forward that suggestion.

I was watching a quiz show on TV the other day,
"The Einstein Factor" which had a question that required
an answer via choice:

Was John Cabot the seaman,
1. English?
2. Italian?
3. French?

No one of 3 answered correctly.

(BTW I pronounce it Ka-boe not Kabut I am not sure which is correct)

He was French I believe.

BTW, as a ship modeler I do find the flags both going the wrong
direction amusingG.
