Default Germany? Admin fee revenue.

This is what I have so far,
any elaborations?

A Gebuhrenmarke is an administrative-fee revenue.
The denomination probably makes it German?
(The Gebuhrenmarkes appear in parts of Switzerland, too, but in different
denominations.)

The cancel (if that is what it is) resembles the coats of arms of Stuttgart
and Niedersachsen.

Kreis Steinfurt is likely to be the inscription

Right
The denomination probably makes it German?

Right - time, after WW I up to WW II
(The Gebuhrenmarkes appear in parts of Switzerland, too, but in different
denominations.)

The cancel (if that is what it is) resembles the coats of arms of Stuttgart
and Niedersachsen.

This is, what is called in German "Dienstsiegel", official seal in english.

Kreis Steinfurt is likely to be the inscription

Ack
