3 - (Sec. 34.66 P.L. & R.) 7 - (Non-Profit Organization)
4 - (Sec. 34.65(3) P.L. & R.) 8 - (Bulk Rate)

The same notations are seen as part of
precancels on postal stationery envelopes.

So, it could be said that this was a pre-cancelled meter franking.

For the record, in case anyone is confused, those 2 examples did come from
envelopes.
Also, many thanks for all the help with the info and etc.
I have 1 or 2 more similar machine stamps that I'll post next message,
since there's been alot of research done on this.

Oui, Pierre, that is indeed the conversation I was thinking about. I never
seem to have much luck searching Google for messages in groups. I never
have problems with any other searches in Google; just groups. I must be
doing something wrong. Thanks again.

As part of the conversation I recall reading about the early days when the
franking was set and one had to 'punch' the envelope any number of times to
make up the required rate, but I have never seen an example. Or maybe I did
and forgot about it. For as far back as I can remember, I have always had
amnesia.
