Use of FDC already cancelled stamps
A friend of me asks (in the French speaking philatelic news-group :
fr.rec.philatelie) the following question. Is it allowed to use a cover, cancelled with a FDC type cancel, later than the FDC date ? Nevertheless, Jean-Paul Droger - who writes here from time to time - says he received such covers from Romania, Israel and more recently from Switzerland (with no additional stamp paying the franking nor any "postage due" (tax). That seems a bit long for a "grace period" (nowadays usually 1 to 8 weeks depending on the country, at least for pictorial cancellations). Maybe this is why the second cancellation has been applied. I have seen them with addional (new) stamps added later to pay the postage. (although technically this is not acceptable either) I suspect this cover was bought unaddressed as a souvenir and since it was never previously used for postal service, was addressed by the sender and accepted (by favour) by the postal clerk. In Bhutan stamps are valid until used in the mail. One can buy an FDC
envelope with stamps affixed and FD cancelled at a post office or the philatelic counter, put something in the envelope, address it and mail it. I have many examples of Bhutan FDCs used in the mail (even to me in the USA) years after the FD date on the envelope. The post office clerks just cancel the stamps again on the real mailing date. No big deal! FDCs that sit in a PO and never went anywhere are "unused" - just because they are "cancelled" or "postmarked" with a fancy imprint doesn't mean the post office has yet necessarily delivered the service they prepay. Consider "precancels" - French collectors who started this thread can relate to those French "preobliteration" stamps - they're "cancelled", too when they are sold by the post office, but are still affixed later to mail and sent on their ways. The Romanian PO's have put a supplementary cancel on the cover, but haven't cancelled the stamps again. The separate stamps taken from the FDC's weren't valid for postage. I find this a reasonable practice, because obviously the stamps on FDC's haven't served for what they were mainly printed, i.e. for paying the postal transportation and delivery fees.
