Default Grading Pan Pac gold dollars

So I have looked at a lot of certified Pan Pac gold dollars at
various coin shows. It is not clear to me at all how to grade them.
Often different coins in the same grade appear quite different, and
the difference between grades seem more subtle than for other gold
coins, say $20 Lib for instance.

Here is the coin I am currently considering, opinions?
