Default YAR Question - censored cover

Could someone who reads Arabic please check out
the cover at:
http://www.ohmygosh.on.ca/stamps/yemen/yemcens.htm

It has what I believe is a crude YAR censor tape.

As far as I can see top line of the tape reads
"YEMEN ARAB REPUBLIC" in Arabic

Could anyone here translate the bottom line please?

It would be much appreciated.

The bottom line says literally "Opened with the knowledge of the censor",
but a free translation means opened under the authority of the censor. At
that time Yemen was in a civil war, with thousands of Egyptian troops
supporting the faction that overthrew Imam Yahya.
