Germany and France seek an 18-24 month time limit for Ankara to open its
ports and airports to traffic from Greek Cyprus, but the European Commission
says setting a deadline is no solution

BARCIN YINANC

ISTANBUL - Turkish Daily News

Germany and France agreed Tuesday on a deadline of up to two years for
Turkey to fulfill its commitment to open its ports to shipping from Greek
Cyprus.

After a trilateral meeting with the French and Polish presidents, German
Chancellor Angela Merkel said she would lobby for the European Commission to
issue a report on Turkish compliance by the period beginning with Turkey's
elections next autumn, but no later than the European elections in 2009.
This statement confirms reports that Germany and France would like to have a
"rendezvous clause" that would set a deadline for Turkey to comply with EU
demands.

Germany's latest move did not come as a shock to Ankara, but nor was it
exactly expected. Merkel has never backed away from her preference for a
privileged partnership with Turkey, but she had promised to respect the
principle of "pacta sunt servanda" -- that is, agreements are to be honored.
The new motto seems to be pacta sunt "non" servanda.
