The something equals "DENTS" which is french for "TANDEN".
A Red Cross cancellation (partial), probably something like "Verzorg uw
tanden" (Take care of your teeth).

I have no idea, but that 'something' is 'CENTS'.

Looks like a red cross advert, but given that it talks about 'cents' maybe
people paid something extra for the Red Cross to have it canceled this way.
That's just a wild guess.

One thing I found trying to verify that guess: Ebay has a catalogue of
belgian cancels

You can also google for 'Belgische afstempelingen' or 'afstempelingen
belgie' if you dare...
