Yes, 'high' as in over this month's coin budget.

Interestingly, it does no good to read on-line French auction catalogs through a
translator. They hate abbreviations and chose bizarre meanings for standard phrases. For
instance "Haut moyen age" becomes "high middle acts".

I think my favorite part of this coin is the B of BITV. Notice how the lower loop is cut.
As far as that goes, you can determine every device punch used to form the letters.
