A Ball State University professor has written a new book addressing
collective bargaining for schools.

"Many states, including some in the Midwest, have mandatory collective
bargaining for schools," said William Sharp, author and professor of
educational leadership. "So, school superintendents and school board
members need to know how to bargain successfully and incorporate
strategies that can be used before, during and even after the
negotiations have been completed."

Teachers have professional negotiators on their side, yet some school
boards rely on individuals with no training in this area. "Winning at
Collective Bargaining" was written to help balance the negotiating
process, Sharp added.

The book, written from an administrative point of view, addresses state
bargaining laws, strikes and contract management, the role of the
negotiator, and negotiating win-win situations.

Along with teaching educational leadership courses at Ball State, Sharp
has served as the head negotiator for school boards in Indiana and
Illinois.

Determine the bargaining unit.
A bargaining unit is usually determined based on either a common
employer, place of work, or a common job task. For example, all
employees of a county may be represented by one union, or the custodial
staff by one union and administrative staff by another. The bargaining
units are most likely already established, but may need occasional
revisions. If there is conflict over designating the bargaining unit,
Public Employment Relations Board mediators can help to resolve the
conflict.
