I'd say yes, Victor. Britain has been doing just this for some time now,
I believe, although not all their commemoratives are nondenominated.

It had nothing to do with my vote, but Ruth Goldway is originally from
my home town of Santa Monica, California.

Agreed, all stamps should be "forever" stamps. Either that or make it
mandatory that the USPS cannot raise rates more than once every five
years at bare minimum.
