Default Seeburg V amp motorboating (oscillating)

I have a Seeburg V amp that when you put in both 6L6's it starts
oscillating but it will work with either tube alone. I replaced the
output transformer with a Hammond 1645 and recapped it. It had a
couple of bad resistors in the output circuit (590K and 270K).

Is you old output transformer shorted or open? If shorted I would like
to 'borrow' it for making an incircuit transformer tester. Open is easy
to test and of no interest for my test design.
