OFFLINE translation tool,

perhaps they could build one with a philatelic bent?

Run this over the text in the German or Belgian catalogue

they could call it the "Philatelic Phantasmagoria Phonetica"

This site allows users to build up its translation data.

After entering a URL in the address box, the website of that URL is
displayed in its original language, and the user is able to double click
on any word on the screen to find the translation for that word
(Spanish, French, German, Italian or Polish only). If their data is
incomplete or incorrect and you know what that translation should
actually be, you can input that info and the translation dictionary will
grow. This isn't a very useful site for somebody with no knowledge of
that foreign language, but for somebody handy (but not perfect) in one
of their supported languages, it can be quite useful, and for niche
users like stamp collectors, it could prove to be quite useful over time
if enough collaborators aid in growing the database. This is similar in
scope to a wiki, I suppose.
