Now it does in the UK.
The reduction for meter users came in last month.

20c for postage? Is that true?

I assume that local mail is anything within 1,000 miles, by the way.

Sure is.......(1979)
local I refer to should be National.
(anywhere in Oz.)

I managed to beg some recently outdated charge books from
my local PO. I have not had the time to digest them as yet.
There are rates now for "clean mail" which may indicate
some I receive from time to time, with a window cover that is completely void
of any marking apart from the orange code.
No franking, no stamp.
Usual contents, "We have just sold a house in your street........"

If there is no address either then they go straight into the pillar box. At
least you can return postal spam back to who made a profit from sending it
without being infected by a virus or being flooded with more of the junk.

The price differentiating was introduced from 1 January 2004, cf. a press
release of 31 October 2003. On average the franking machine stamps are 5%
cheaper than regular postage stamps. The new price system was introduced to
meet increased competition (cf. the press release) - only companies are
using franking machines, so I doubt the system has had much effect for
philatelic sales to the man in the street.

Same here - I haven't seen yet mail from individuals which was
machine franked. Besides, haven't users of franking machines
got to pay a certain fee for it, anyway? I don't know how much
it is, but maybe the rebate and the fee balance each other in
the long run.
