However , under certain conditions, the fee is waived or foregone. Thus my guess would be that in this case the conditiond existed and the normal fee was waived. The stamp would show that the fee had been waived. "just for the record". ==================================== The 2008 American Philatelic "Congress Book" (74th edition) was published in 2008 and released at StampShow in Hartford. The hard cover book contains 218 pages. It has an article on: The Revenue stamps of Trinidad: The “FEE” and “FREE FEE” issues The book is available for $43 + $2.50 postage from the American Philatelic Congress c/o Ross A. Towle; 400 Clayton Street; San Francisco, CA 94117-1912. USA Blair |

According to the article: "No fees were taken in the case of criminal persecutions (larceny, embezzlement, obtaining money, etc.,) or in any information by a Police Constable. In such cases, "FREE FEE" stamps of the appropriate value were utilized in the execution of the document." There were provisional issues in the values of 1 and 5 shillings, followed by permanent issues appearing in late 1888(yours is one of the permanent issue). |
