1988A $1 FRNs...Block Count update!

There are actually 207 blocks, inclusive of web note blocks, as well
as uncut sheet only blocks.

The one block some people don't realize that exists is the Washington,
DC I-* block. Those printed at Washington, DC are from the first run
(I 00 000 001 * to I 03 200 000 *)

In fact, let me put a link to a recently ended eBay auction to show
that this block certainly does exist indeed.
