Default Uncirculated?

How can a note bearing the stamp "withdrawn from circulation" be
described as "uncirculated". :-)

Especially as the note was issued in 1939 or earlier and it wasn't
withdrawn until September 1941. Billy

It could mean that the note was never circulated after it was printed, then
overprinted as withdrawn. It would have been easier to destroy it. Perhaps
someone can elucidate that.

According to Duggleby notes overprinted like this were, "soiled notes
being held for destruction". Billy
