US SC#1909 - Backwards Moon
Is it considered an error that the Moon is depicted backwards on the
US express mail stamp Scott catalog # 1909 (with the eagle head in foreground)?

That is a design error. It affects all stamps of that issue. Other design errors include text typos and mismatches between text and image. The unmodified term 'error' usually refers to certain production errors that only affect some (usually very few) stamps of an issue. Example: a color completely missing; perforations completely missing; part of an issue inverted with repect to the others. tjr/
