Hi
As a long time collector of revenues and currently working on a catalogue
of US revenue perfins, from looking at the backs of hundreds of thousands of
stamps, it looks like Brazil to me.

It appears that this ad was handstamped on the back,
after the stamp had been used.

According to collectors of ad-stamps, they collect / catalogue
two types.

1) Cinderellas - poster type stamps advertising a product.
2) Postage stamps with ads PRINTED:
a) on adjoining labels; or
b) on the back BEFORE the stamps were gummed.

A good example of the latter is New Zealand in the 1890s.

I suppose today that personal photo stamps (AU, CA, etc.)
could be used to carry a commercial message. It would be
expensive though. In Canada, you pay about $1 for a fifty
cent stamp, under this scheme.

you may enjoy these sites on this topic ... "underprints" like perfins
were to guard against employee theft of postage, advertising is a
another form ...

note that expert committees no longer mark philatelic items with stamps
of any kind ....

There are I think many examples of pictures getting through of people whom
the US Government regards as terrorists or war criminals. I am sure that
Blair can recite a few amusing examples. On the other hand I am sure that
many others have been spotted and rejected by the staff operating the
vetting process. It would be interesting to know the guidlines to which the
staff have to work.

common sense, married with a disclaimer .

Are you sure about that? I thought that German expertisers still did.
But, I guess, they are not really a committee.

yes, they are still doing it

But, I guess, they are not really a committee.

they are single expertisers. Each one has is a specialist for a certain
area. And all are organisised in the BPP
