Default NGC Question

I don't happen to own any NGC-slabbed coins, but I am curious. Does NGC
grade and slab problem coins, or are such coins rejected ungraded like PCGS
does (or used to do)? I ask this after reading a major dealer's ad that
includes numerically-graded NGC coins with occasional notes like "perhaps
dipped at some time", "VF cleaned", and "environmental damage".

NGC has been openly putting problem coins in NGC slabs since
September of 2009:
