....but I would not be able to do business with him unless he was inclined to
accept VG money for his coin:

According to Rick Snow's grading guide (look for it on
http://www.indiancent.com/) the XF grade depends on whether or not the
ribbon is separated from the hair. So technically, this coin might be
graded XF, although I agree with you 100% that it looks more like VG.

Could be that someone recut the ribbon. Also, it is so obviously
cleaned that even if it had XF detail, I would also net grade it VG.

Not even for VG money. It looks porous and has a nasty rim nick...or
something a little past 5 o'clock on the obverse. Keep looking, you can do
much, much better.
