How can a 1963A red two dollar bill carry the signature of Henry H. Fowler,
who was Secretary of the Treasury under Johnson, from 4/1/1965 to
12/20/1998?

IIRC, the 1963 red seal $2's had the signature of C. Douglas Dillon as
Secretary of the Treasury. When LBJ appointed Fowler as the new Secretary
of Treasury in 1965, the Series designation was changed to 1963A. Now,
whenever a new Secretary is appointed, the date of the Series changes.

OBTW, Fowler's term ended in'68 not '98. Fowler was followed by Joseph
Barr, who was Secretary for one month leaving his mark as the signer of the
infamous 'Barr' notes...

The Series year of the FRN remained the same and a letter was added because the
note's only change was the Secretary of the Treasury.

Unlike coins, our Paper Money has a "Series" date which does NOT change every
year; rather, the date usually changes only when there is a major change in the
Note's design.
