Would the "thing" in the cape be an allegory of pestilence?

Issued by the Indian PO on 2 October 1951 in three values: 1 Anna, 4
Annas and 1 Rupee. No information on the symbolism, unfortunately

Pies were the subject of radio Auntie yesterday (ABC Radio)
and it brought back memories Blair.
As a naval recruit, Sydney's "Harry de Wheels" was a common stop off point
before going back on board after a night out.

The wiki image is disgusting, a real pie floater has the pie placed on a warm
bowl, upside down, and two ladles of minty, super green mushy peas, slooped over the top.
Condiments of cracked pepper and salt to taste. Eat with a spoon, dribbling down the front of
the shirt is excused, rather, expected.

It really is a marvelous tasty "pick me up".
The next day however, one has no friends at all, as the peas work their magic.

On average, Australians consume 12 pies each a year, so it is apparent
I am eating someone else's share.
