Q: Hundertwasser-stamp from Magdeburg - Biber Post

I have just received a letter from a friend in Munich, who had included a
pair of the new Hundertwasser-stamp from the Green Citadel in Magdeburg

The stamp is self-adhesive with rounded corners, and has a face value of
0,41 Euro. In the lower selvedge appears a barcode that is different on the
two stamps in the pair. On the stamp is printed BIBER POST. What is this?
Some sort of private post in Germany? Valid for urban deliveries within
Magdeburg? Or ...?

Any help on this would be greatly appreciated.

according to the plans of the European Union post services will not only
made by gouvernment, but also by private services like "Biber Post" from
Sachsen-Anhalt.

Apparently, the private posts love the Hundertwasser buildings. The first
was the Universal Mail New Zealand, that issued on 29 December 2002 two
self-adhesive booklet panes featuring five different famous Hundertwasser
buildings.
