$10 bill error ?

Found a 1969 $10 bill with the words 'Washington D.C.' and the serial
number touching each other.
Would this be considered an error ?

Howdy!
I looked at the pic and, yes, this is tecnically an error; however, it is a
minor error of nominal value at best. It was cause by a slight misalignment
of the sheet as it was fed into the overprinting equipment. Had the shift
been more pronounced, it would be a more valuable error. IMHO, this would
add no more than 50 cents to the value of this over-30 year old note.

Yes, albeit a somewhat minor one. One rule with error printings: the more
"dramatic" the error, the more value. Your's is a 'good' find, but not a
'great' find.
