Default Clad Quarters Question

Blackman's book lists the quantities of clad quarters minted from the late 60s
through the 90s as approximately half a billion Philly, half a billion Denver,
and 3 million San Francisco.
The book lists San Francisco mint proofs as having value.

So my question is:

Does this mean that the three million per year San Francisco minted coins are
in circulation, but only the proofs have value, or that this is the value of
the 3 million proofs each year that were made?

The San Francisco ones are all proof coins. You won't find them in
circulation unless someone took a proof and spent it.

1) Proofs should always retain an "over face" value;
2) When a Mint produces less than 1% of the avaliable circulation coins as
compared to those produced by the other two Mints for a given year, there will
always be collector value for them.
3) Trends do have a way of changing; in numismatics, very few 'realities' as to
value are carved in stone.

Those beautiful proofs are never circulated by the mint. They are for
collectors only. Sometime after the 70's, San Francisco only mints
proofs for collectors and no coins intended for circuilation.
