Default Replacing lever-fill bladder --- suitable for amateur?

I have a "Stephens Leverfill No. 270" that I think has a faulty
bladder.

The lever moves out, but not as far as it should, and doesn't suck any
ink back up when it goes back in.

Is my diagnosis probably right?

Is replacing the bladder something I ought to be able to do without
experience?

If so, I'd also appreciate any how-to tips and recommendations for
spares suppliers in the UK.
