Default NCS Repair and Slabbing

Does NCS offer a service like ANACS where they will authenticate, grade,
and slab a coin that may otherwise have problems, but without doing anything
to it? Or do they pretty much just repair and/or conserve coins? This
auction below made be wonder why the owner didn't simply submit the coin to
a TPG like ANACS for slabbing. Otherwise, why go through the bother and
extra expense to send a problem coin to NCS for conservation only to have it
returned as improperly cleaned (by them?)?

I wonder if, when a coin is ungraded by NGC, it can be ordered that it be
sent to NCS for slabbing. There were a ton of the Jules Reiver coins that
ended up in NCS slabs, and I doubt seriously that they were bagged,
returned, and then submitted a second time.

I called them and asked that very question a few months back. The
answer was "no, we'd send it back and you'd need to resubmit to
NCS." For the additional fee of course.

Maybe so. It's just hard to imagine that all those Reiver pieces had to be
resubmitted. It's much easier to imagine a deal under the table.
