Dutch translation, airmail rate

Can anyone provide a translation for the Dutch phrase/sentence, "Dit
papier weegt met bijbehoorend omslag 5 gr." It's imprinted on a sheet
of airmail stationery mailed in 1934. I'm guessing that it's "Old
Dutch" for "This paper weighs less than 5 grams, including the
envelope." I've found on-line translations for everything but "weegt"
and "met" and "bijbehoorend".

Also, can anyone comment on the airmail rates for Netherlands in 1934?
I gather that it was 6 cents plus the triangular airmail stamp for
letters that were not overweight. I'm specifically interested in rates
for the Netherlands-Netherlands Indies (Java) route.
