Default Error on new $20

Howdy, y'all!

In an illustrated report from Numismatic News on their website (today, Nov.
6)( http://www.collect.com/interest/article.asp?id=9157 ), a new $20 has a
very shifted downward treasury seal. The seal only shows the top part of
it... maybe like seeing an analog clock face from 11 to 1.

While that is interesting, what made me wonder was the fact that both serial
numbers are properly posistioned and are identical. If the seal and numbers
are 'third printing,' how did this occur? I cannot imagine any sort of
paper fold error which would have this result.

Any ideas??

As I understand it, the "third printing" is the printing that occurs
within the COPE machine. It is not a single printing, but multiple
printings at various stages within the machine.

On "old style" notes, the serial numbers and treasury seal are printed
in green at one stage, and the district numbers and district seals are
printed in black at another stage. (I don't remember which one is
first.) Usually the third print shifts all together, but I have seen
notes with just a green shift or just a black shift.

The note pictured here would indicate that the serial numbers and
treasury seal are printed at seperate stages on the new notes. That
does seem a bit odd. I would also want to verify that the plate
position number on the note puts it at the top of the sheet. Otherwise,
I would expect to see a partial treasury seal at the top of the note.

Take this all with a grain of salt as I am not an expert on this. (YMMV)

The previous note is essentially correct. The BEP describes the process as a
"fourth" printing.
