Inspector's Office. The "mail spam" has since stopped.
This was a pretty standard prank in the 60s. I used to fill out
Grit Magazine (Hey Kids Make Big Money Selling Grit) ads with other's names
and send them in. Has it been deemed criminal activity now?

Well, when you do that, you're defrauding the advertiser out of
dollars spent to produce the materials they send, but you're also
adding to the glut of "spam mail" clogging the Post Office these days.
Fraudulently filling out such "response cards" to inundate someone
with "spam mail" is a Federal crime now, yes.
