"Yellow numbers"

Have noticed in the past few days, some auctions on eBay, with $1.00 and
$2.00 bills with what appears to be altered numbers and seals. Even the
sellers admit to them being altered. Some have yellow numbers and seals
or a combination of red and yellow. How is this being done? Is it legal?

Altering US notes can be illegal, they are likely doing it with a chemical
compound. Some bleaches will do this as well as cleaning agents used by dry
cleaners.

They're altered somehow, but what's amazing is the prices they're commanding
on eBay...some in excess of $50
