Publishing date
 
If a first printing of a book is published in 1990, can a publication date
of, say, the 10th printing be accurately stated, or is it more proper to
just describe the book as "copyright 1990"?

If you are disclosing information for purposes of sale, disclosure that
it is a 10th printing is very important whether or not a year can be
associated with the particular printing. Simply saying "Copyright 1990"
would be misleading.

Do you mean "can you ascertain the date of the tenth printing just from
knowing it's the tenth printing"? The answer to that is no - though if no
date is given for the reprinting it's likely to be pretty close to that of
the first printing.
