My SPS 160 with a DCC3 scans twice and shuts off when you power it up. After that it will select and play fine. Any ideas?

I came into a couple Rockola CD-8 Jukeboxes. Both are "CD8AW", one is from 2003 and the other from 2005. One seems to kind of work, but the CD player doesn't always spin...it acts like it isn't strong enough to turn the CD or something. When it does spin it will play but it doesn't do so...
