Monaco has announced a new stamp for the "ecopli" rate (48 Euro cents).
I cannot find this word in any French dictionary, and assume it to be a
special postage rate. Can any of our european members define what this
is? A Google search did not provide helpful results.

Why are these unwanted? A recent buy ad from a local dealer listed several
modern commems used to buy at $0.10 each, but stipulated no "funny face
cancels" wanted. I'd think they would bring a premium, especially if they
had all the faces and such on the stamp. What do you think?

As a follow up to the post about Singapore's Local Address stamps:
The USA also issued several stamps marked for Local Addresses Only and some
post offices would not accept them for overseas mail, some would. The Old Glory
'G' stamps of 1994 are a good example.

stamp. What is more interesting is that the seller includes imagery of
items NOT offered AND has a reserve on this badly trimmed postal
stationery item.
