FOREIGN marked on mechanical pencils by

A number of mechanical pencils I have acquired have FOREIGN marked on them. Do you know why? Was this something Great Britain required to be stamped on European made pencils imported into the UK?
Or do I have this backwards and they were something that France or Germany required to be stamped on...

I just ordered and received my Namiki Falcon pen with a custom Spencerian
nib (Exra extra fine, super-flexible nib). I really enjoy it so far. My
thoughts follow.
The overall feel of the pen is cheaper than my MontBlanc Le Grande. It
does not have quite the heft or balance that the MB has....
